I don't know how many residents are aware of this (we weren't) - but the Lexington County Sheriff's Department will accept used cell phone donations. Most phone plans require you to purchase new phones that operate on their network. These donated phones are refurbished and distributed to people in need of emergency contact (ie. domestic abuse victims, elderly, etc.). David Arnold can give you more information about this.
